Following ARIJ’s publication of the investigation “Journeys in the Shadows,” the Land Transport Regulatory Commission in Jordan issued new regulatory instructions to organize and regulate the transport sector using smart applications.

Under these instructions, the Commission confirmed that smart applications may be licensed without setting a numerical cap, and that the licensing process has been opened to previously unlicensed applications, such as Takeram and TaxiF, even though some of them had submitted multiple applications in the past to obtain the required licenses.

This step allows such platforms to rectify their legal status and operate within a clear legal and regulatory framework.

The investigation, published in October, revealed that several smart transport applications continued to operate openly and illegally, despite the Ministry of Digital Economy and Entrepreneurship’s announcement in March 2024 that 24 unlicensed ride-hailing applications had been blocked.
